What to do if you think your utility charges are unfair
If you think the utility charges for your park home are too high, you should check how they’ve been calculated and whether you have grounds to dispute them.
How to check you’re being billed correctly
Step 1: check your pitch agreement
Your pitch agreement or written statement should say how you’ll be charged for utilities. You cannot be forced to pay any charges that are not specifically covered.
If you think the arrangements in the written statement are unfair, you can:
- challenge the written statement at a tribunal – but you can only do this within 6 months of buying a new park home from the site owner
- contact your local trading standards’ office if you think the charges are unfair under the Unfair Terms in Consumer Contracts Regulations 1999 (a contract term is unfair if it “causes a significant imbalance to a consumer’s detriment”)
Step 2: ask to see information to explain your bill
You have the legal right to ask for documents to explain how your utility charges are calculated. The site owner must provide this free of charge.
Write to or email the site owner. Ask to see:
- your meter readings
- the total bill
- details of how the bill has been shared between the park homes on the site
Give them a reasonable amount of time to respond.
You can use our template letter to write to the site owner.
If they do not provide the information, you can apply to a tribunal to settle the issue.
Step 3: check how the bill has been calculated
When the site owner responds, use the documents they provide to check whether your bill has been calculated correctly.
Disputing the bill
If you think you’re being charged unfairly or incorrectly, contact the site owner and explain why you disagree with the charge.
If you cannot reach agreement you have the right to apply to a tribunal to resolve the issue.

If you are due a refund after a tribunal decision and the site owner does not repay you, you can recover the money through a small claim in the county court.
