Site rules for park home sites
Banned site rules
The law bans site rules about certain topics. These are known as prescribed matters.
You might see them referred to as prescribed matters under Schedule 5 of the Mobile Homes (Site Rules) (England) Regulations 2014, or the Mobile Homes (Site Rules) (Wales) Regulations 2014.
Banned rules have no legal effect. This means they are not valid and cannot be enforced.
Visitors or site access
Site rules cannot unfairly control who visits you or how people access the site.
This includes rules that:
- mean visitors must report to the site owner on arrival
- restrict vehicle access to the site
- restrict short-stay visitors
Your home or pitch
Site rules cannot give the site owner excessive or unfair control over your home or pitch.
This includes rules that:
- reduce the size and orientation of your pitch
- ban any and all improvements you want to make
- require consent from the site owner, except in relation to making improvements to your pitch
- require you to use only tradespeople nominated by the site owner
Legal protections
Site rules cannot take away or override your legal rights.
This includes rules that:
- conflict with the implied terms in your pitch agreement
- allow the site owner to change or make new rules without following the legal consultation process
Selling or gifting your home
Site rules cannot be used to let the site owner control, delay or interfere with the sale or gift of your home.
This includes rules that:
- say you must tell the site owner before marketing, selling or gifting your home
- ban the use of “for sale” signs
- say the buyer or the person you’re gifting your home to must be approved by or meet with the site owner

Goods, services and charges
Site rules cannot be used to impose extra charges not detailed in your pitch agreement.
And they cannot be used to force you to buy goods or services from the site owner or a particular business.
How utilities are supplied and paid for is covered by the pitch agreement.
