If the site owner does not provide a justification of the calculation of the water charges within four weeks of your written request, you can pay a reduced charge calculated at a rate of half of the local company’s average household water and/or sewerage bill.
The reduced charge should cover the amount of time which the site owner’s bill relates to. You should pay it for as long as they do not provide you with the necessary information.
